This is a 3 Piece Surface Mount Buckle (Male, female, baseplate) for 20mm webbing.

These are ideal for pouches, sleeping bags and tents. Surface mount buckles are often used on ammunition or utility pouches on tactical kit like belt kit/webbing. If you mount the female buckle on the pouch body, and the male buckle on the flap/lid, indexing would be consistent which means faster opening and closure, especially in low light conditions.
